Nur mit Mal der Wache zu reproduzieren. Kurz bevor der Debuff ausläuft, wird man von den Wachen verfolgt, unabhängig davon ob das die "eigenen" Wachen sind oder nicht. Wenn der Debuff ausläuft, wird man noch ne Weile lang verfolgt.
Den Sturmblitz nutzen die Wachen gar nicht, nur Melee Hits.

You get this when you fly over a camp or town of the opposing faction. Once marked, the nearest fliers (generally Dwarven Gryphoneers or Troll Batriders) converge on you and hit you with a DoT that ticks for 250/3 secs, but also knocks you off your mount. If you get this, either turn away and hope you can outfly the locals, or dive immediately and hope you're high enough that it won't hurt when you hit the ground.

If you are flying overhead an opposing city on a normal mount, you will get this as a warning that the guards are about to fire at you. You should approach the ground or get over water as Mahmoth said.
However, if you're on an epic flying mount, you'll be going fast enough that they can't catch you. You need not be concerned about this as long as you keep going.
