As with Sunfury Signets, it is possible to turn in the Arcane Tomes before reaching honored, but for the same reasons it is recommended that characters save them until after attaining that status.
Once you reach level 68, you may also turn in Sunfury Signet. [...] If you wish, you may turn in the higher level signets before honored reputation, however it is recommended that you save them for after you hit honored.
