The Quest Spirits of the Ice should be available without having the quest The Enigmatic Frost Nymphs turned in.
If the player turns in the quest Spirits of the Ice without having the quest The Enigmatic Frost Nymphs completed the quest closes The Enigmatic Frost Nymphs and so The Enigmatic Frost Nymphs cannot be accepted anymore.
