It depends. How high is your rep with your faction's main city (Org/SW)?
You can get it for 4000 gold if you are exalted, due to rep discount.
In any case, don't pay full price in Dalaran!

Artisan Riding can be trained at the cost of 5,000 and can be discounted based on reputation from any race's faction trainer to the maximum discounted cost of 4,000 (at Exalted reputation).
For example, training cost with the Orc trainer Kildar can be reduced based on the player's Orgrimmar reputation. Players are required to train Riding at their respective race's trainer unless Exalted with another race or visiting an Outland/Northrend trainer.
