In case you were confused as heck like me, you HAVE to have completed some prereq quests...and FYI, You wont be able to talk to Adal or Khadgar for the city of the light quest, you unless you get the quest from the veteran FIRST...learned that the hard way...

those are only good for rep until neutral...then there are other turn ins to get your rep higher at the different factions rises...
