at 19:29:01 I get 3 stacks at once, shows as one stack in log
so it procced from:
a) melee hit
b) holy damage from seal
c) application of 4th stack

Need research if this behaviour is correct or further changes need to be made

tl;dr:

Melee Attacks, Divine Storm, the instant holy dmg from the seal, the application of stacks of Holy Vengeance as well as the application of righteous vengeance should all proc tiny abom. Please verify that this is currently the case.
