[Dragonblight] Phasing-Rework at Fordragon Hold and Angrathar

The Phasing there is a bit broken.
After turning in the quest Return to Angrathar a video is shown to the player and the phasing changes. This does only works in the area of angrathar. If the player comes back to fordragon hold, e.g. Bolvar Fordragon can be seen at his position where he stands before the player turned in the quest. Blizzlike he and some other creatures should disappear and others should appear.
